About Us
T&D Engineers is a mechanical, electrical and plumbing (MEP) consulting engineering firm that began in March of 2008 in Houston, Texas. We provide environmentally responsible designs that meet project needs, while considering ramifications in terms of both ecology and economy.
Robert (Bob) Thomas, P.E.
Robert Thomas is a registered Professional Engineer in the state of Texas and is a LEED Accredited Professional. He received his Bachelor of Science in Architectural Engineering from Kansas State University. He has more than 23 years of experience in MEP Design and Consulting.
Mr. Thomas has extensive knowledge of MEP building system design as it relates to multiple building types. He has performed energy reviews for several existing commercial buildings and has been personally involved with the Energy Star Labeling of more than 95 buildings in the Houston Area.
In addition to that, Mr. Thomas has experience with LEED-NC, LEED-CI, LEED-CS and LEED-EB project requirements and documentation. He has been involved with the design and construction of several LEED projects in the Houston Area.
Mr. Thomas has been a member of ASHRAE since 2001. He has been a member, sponsor and volunteer for BOMA since 2003. He has volunteered to teach study groups thru the USGBC for LEED Accreditations.




Brian Dunne, P.E.
Brian Dunne is a registered Professional Engineer in the state of Texas, Alabama, Louisiana and Oklahoma. He graduated from Rice University with a Bachelor of Science in Mechanical Engineering. Brian is responsible for Project Management, design and analysis of HVAC and mechanical systems with projects located throughout the United States. He has 21 years of experience in MEP systems design in a variety of building types.
Mr. Dunne is currently responsible for all LEED-EBOM projects and construction documentation for T&D Engineers. He has been involved in the certification of more than 90 existing buildings throughout the US, accounting for more than 85 million square feet of Commissioning, Retrocommissioning and ASHRAE Audit projects.
As a Principal at T&D Engineers Brian Dunne is committed to the pursuit of environmentally responsible MEP design. Brian earned his LEED AP Accreditation in 2004 and is a member of the US Green Building Council.




Brandon Halbert, P.E.
Brandon Halbert, is a registered Professional Engineer in the state of Texas and a LEED Accredited Professional. Brandon joined T&D Engineers at the beginning of 2011. His dedication and persistence as project manager at T&D Engineers has enabled him to become a Principal by the end of 2013.
Brandon received his Bachelor of Science in Architectural Engineering from Kansas State University. He is a self starter that does not hesitate to tackle projects in an innovative manner. He encourages his team to work efficiently for each task at hand.
Mr. Halbert has been a member of USGBC since 2008



Justin Cothern, P.E.
Justin Cothern started his career as a Summer Intern with T & D Engineers in 2010. After graduating in 2011, with a Bachelor of Science in Architectural Engineering from Kansas State University, he returned to work for T & D Engineers, making Houston his home. At the end of 2019, he became a Principal of T & D Engineers.
As Project Manager, Justin quickly gained experience in MEP systems design in a variety of building types throughout several states. Currently he is licensed in Texas, Colorado and New Mexico.
Justin has brought a level of leadership, integrity and management that has made him a dedicated Project Manager and Principal of T & D Engineers.
